Why D7 applications get refused: the 10 reasons, and how to fix each one
Most D7 problems have nothing to do with how much money you have. They come from the file: what the income is, how it is proven and whether every document is still valid and properly legalised on appointment day.
The short answer
D7 files are most often refused or returned because the income is actually earned by working, the household threshold was not met, savings are thin, or a document is expired or wrongly apostilled. Each one can be checked and fixed before you book the appointment.
The ten most common reasons
1. The income is not passive
Why it happens: A salary or freelance income presented as D7 income. Consulates read income you earn by working as active.
How to fix it: Use the D8 for remote work, or show pension, rent, dividends or interest for the D7.
D7 vs D82. The income is below the household threshold
Why it happens: The figure is right for one person (€870 a month) but the spouse and children were not added.
How to fix it: Add 50% for each extra adult and 30% for each child, and leave a margin above the minimum.
Calculate your threshold3. Savings are too thin or not accessible
Why it happens: Funds are in a retirement account, a joint account with someone else, or were deposited the week before.
How to fix it: Hold about twelve months of the threshold in an accessible account in your name, with history behind it.

Why it happens: A file that rests on one tenant, one fund or one pension looks fragile to the officer.
How to fix it: Show every source you have and twelve months of payments for each.
5. Expired criminal record certificate
Why it happens: Certificates are valid for a limited time, and appointment waits are long.
How to fix it: Request it so it is still valid on the day of the appointment, not on the day you start.

Why it happens: A document apostilled by the wrong authority, translated before being apostilled, or not apostilled at all.
How to fix it: Apostille first, translate after, and check which authority issues each apostille.
Apostille checker7. No valid accommodation evidence
Why it happens: An Airbnb booking or an unsigned lease does not show where you will live.
How to fix it: A registered lease, a promissory lease, or a signed hosting declaration with the host's identification.
8. Missing or weak declarations
Why it happens: The means-of-subsistence statement, the cover letter or the accommodation statement is missing or vague.
How to fix it: Write each declaration with your exact figures, dates and household, in Portuguese or with a translation.

How to fix it: Apply at the post responsible for your place of residence and follow its own extra rules.
10. Insufficient health insurance
Why it happens: Travel cover that ends before you can register with the national health service, or excludes Portugal.
How to fix it: Take cover valid in Portugal for at least the first months of residence.

- What is the D7 rejection rate?
- Portugal does not publish an official refusal rate for the D7. What applicants and advisers report consistently is that most problems are documentary — missing, expired or wrongly legalised papers — rather than the income itself.
- Can I reapply after a refusal?
- Yes. A refusal does not ban you from applying again. Read the stated reason, fix exactly that point, and submit a new, complete application.
- Can I appeal a D7 refusal?
- Refusals can be challenged through the administrative routes stated in the decision, within the deadlines given there. In practice many applicants find a corrected new application faster, but take legal advice if you believe the decision was wrong.
- Does a consulate refuse or just return the file?
- Both happen. Incomplete files are often returned or put on hold for missing documents, while a formal refusal follows when the requirements are not met. Either way the fix starts with the checklist for your own post.
